In a significant boost for British Columbia’s natural gas sector and Canada’s position as an energy superpower, the federal government today approved Enbridge Inc.’s $4 billion Sunrise Expansion Program. The project will add up to 300 million cubic feet per day (MMcf/d) of additional transportation capacity to the southern section (T-South) of Enbridge’s Westcoast natural gas pipeline system.

The approval, announced by Natural Resources Minister Tim Hodgson, clears the way for construction to begin as early as this summer, with a targeted in-service date of late 2028. The expansion is expected to support growing domestic demand, industrial use, and LNG exports while delivering substantial economic benefits.

Project Build-Out Details in British Columbia

The Sunrise Expansion Program centers on Enbridge’s existing Westcoast Pipeline system, which stretches more than 2,900 kilometers from production hubs in northeast British Columbia and northwest Alberta southward to markets in B.C., Alberta, and the U.S. Pacific Northwest.

Key components of the build-out include:

Pipeline looping: Approximately 139 kilometers (about 86 miles) of new 42-inch diameter natural gas pipeline installed in 11 looping segments. These loops will run parallel to the existing right-of-way, minimizing new land disturbance. The route begins southwest of Chetwynd in northeast B.C. and extends through the province’s interior toward the Canada-U.S. border near Sumas, B.C.

Compression upgrades: New electric-driven compressor units at four existing compressor stations (Azouzetta Lake CS-2B, 93 Mile CS-6B, Kingsvale CS-8A, and Othello CS-8B). Electric drive technology reduces emissions compared to traditional options.
Supporting infrastructure: Roughly 10 kilometers of new overhead electric transmission power lines along existing corridors (roads and rights-of-way), plus minor facility upgrades at 11 compressor stations and new piping at an existing meter station. A short 350-meter section of previously deactivated pipeline will be decommissioned.

By leveraging existing infrastructure for most of the route, the project emphasizes responsible development with lower environmental footprints.

Where the Gas Is Drilled: The Montney Formation in Northeast B.C.The additional capacity will primarily transport natural gas produced from the Montney Formation, one of North America’s largest and most prolific tight gas resources. Located in northeast British Columbia (with extensions into northwest Alberta), the Montney covers roughly 130,000 square kilometers and is centered in the Peace River region around communities such as Fort St. John, Dawson Creek, and areas near Fort Nelson.

BC Energy Regulator data shows the Montney now accounts for the vast majority of provincial gas production, with drilling activity surging. Projections indicate up to 32,000 new wells could be drilled across the play by 2050 to meet growing demand. Producers use advanced horizontal drilling and multi-stage hydraulic fracturing to unlock the resource efficiently. The Westcoast system gathers this processed gas directly from northeast B.C. fields before moving it southward via the T-South corridor.

Where the Gas Could Be Sold: Domestic, U.S., and Growing LNG Export Markets

The expanded T-South system will deliver gas to a mix of established and emerging markets:

Domestic British Columbia and Alberta: Natural gas for residential and commercial heating, hospitals, schools, power generation, and industrial/manufacturing processes.
U.S. Pacific Northwest: Exports across the border at Sumas, B.C., serving markets in Washington and beyond.
LNG exports to Asia: A critical driver for the expansion. The added capacity will help ensure a reliable supply for B.C.’s emerging LNG export terminals. Notably, it supports projects like Woodfibre LNG (near Squamish), a low-emission facility expected to begin exports in late 2027. The government highlighted the project’s role in enabling net-zero LNG exports powered by hydroelectricity, advancing Canada’s trade diversification strategy with Asian buyers.

This positions B.C. as a key supplier of cleaner-burning natural gas to global markets seeking to reduce emissions.

Economic, Environmental, and Indigenous Benefits

The Sunrise Expansion is projected to:

Add more than $3 billion to Canada’s GDP through increased Asian market demand.
Generate over $700 million in federal and provincial tax revenue.
Create up to 2,500 jobs at peak construction, with significant opportunities for local and Indigenous communities.

Indigenous participation is central: 38 First Nations groups collectively own 12.5% of the existing Westcoast system through the Stonlasec8 Indigenous Alliance Limited Partnership. Enbridge has already committed more than $52 million in Indigenous hiring and procurement for the project.

The Canada Energy Regulator recommended approval with 47 binding conditions covering environmental protection, safety, and ongoing Indigenous engagement. Electric compression and use of existing corridors further reduce the project’s footprint.

Minister Hodgson stated the approval underscores Canada’s commitment to secure, responsible energy development amid global uncertainty.

Looking Ahead

With regulatory approval secured, Enbridge can now finalize detailed engineering and begin construction this summer. The Sunrise Expansion Program reinforces British Columbia’s role in North America’s natural gas supply chain and Canada’s broader energy export ambitions.
